Broward County, Fla., takes a strikingly different approach to buying educational technology

Broward County spent 18 months in its quest for a new learning management system. The journey involved many stops along the way, including hiring a consultant and embedding trained observers in classrooms to see how technology was already being used. At the end of the process, instead of issuing an RFP, district officials chose their preferred vendor and started negotiating a final contract. Florida allows this option, and Broward decided it was the best approach for this complex ed-tech purchase.
